The prespecified timestamp option of IP is supposed to be type 3 (as per
RFC 791) but is declared as 2 in 4.3 BSD!!! 

Or is it a typo in RFC 791? :-)

Am I missing something?

In the file ip.h, change the line

#define IPOPT_TS_PRESPEC	2

to

#define IPOPT_TS_PRESPEC	3

and recompile the stuff.
