It was developed here at CMU with IBM funds and IBM hasn't loosened their copyright enough to allow it to be distributed off-site. I have heard before that a few binary versions have illicitly gotten out. I heard an anecdote where a CMU person found a copy of wm on a machine at some exposition and started it up.
