You appear to have the C language standardization committee confused with character code set standardization committees. In fact there have been numerous attempts to deal with this problem, and numerous standards have resulted, including some ISO-sanctioned ones. They don't quite follow the Xerox approach you cited, but there are some recognizable similarities, particularly in some of the Japanese work.
