The documentation (including the last RKM & autodocs) states that RTS/CTS can only be set up at OpenDevice of the serial device and not with SetParams. Unfortunately this is exactly the opposite of the real thing: To set RTS/CTS handshake, one has to set the appropriate bit and then do a CMD_SETPARAM. This tidbit comes directly from Bryce Nesbitt.
