Don't be a sap and pay them for it! What happens if you don't "qualify"? I sent in a form late last year and another about 3 weeks ago, and have never even gotten a "you don't qualify" message? What's even stupider is that the people around here that do get it always forget to bring it in where the rest of us can see it.
