I also use Suitcase II and use EMACS via the Pacerlink (aka
Primelink package) product connected to a Prime system.  I don't
have any trouble with Suitcase II intercepting control sequences.
Are you sure it Suitcase II that is intercepting these characters?
The only sequence MY copy of Suitcase II looks for is option-k.
