I have an arp server program (arpserv) that uses the SunOS 4.0 NIT
interface.  The code is available via anonymous ftp from s1.msi.umn.edu,
file "arpserv.shar".  Since the code runs under both 4.0 and 3.x it should
give a pretty good idea of what changed.
