It appears, though you didn't tell us what machine or O/S you're running,
that whoever ported this utility decided to "improve" it. It looks like
they've given it the functionality of Apollo's Aegis. (Is this what you're
using?) Try:

# passwd -name roxanne

From the result, ie. error message, you received this should allow you to
do this.
