If i use a ventel modem at 19.2k baud, I can make connections to other
systems if and only if i manually execute uucico or use "uuto" for the
transfer.   If I poll systems using uucico commands by cron, then 
connections to other systems always fail.

If I use 9600 baud, I never have a problem with connections, manually
nor with cron.

This does not make sense.   Any suggestions.???????
