If you want to have a copy and you don't have access to a fixed-cost network, use UUCP to osu-cis and pay for the call yourself. If you want to be nice to your neighbors, offer it to them locally over lines that either you or they pay for. Perhaps you could persuade them to pick up part of the cost of your call to osu-cis.
