The problem is that there are so many Bozo administrators out there. Someone issued an erroneous checkgroups that escaped his site. In general, pay no attention to checkgroups. Even the "official" ones are often messed up (Hi Eliot! ;-}). All site admins should disable auto newgroups and rmgroups, ignore checkgroups, and let the actual traffic and their preferences decide what groups are active on their systems.
