Creating a newsgroup affects the list of groups that your system knows about (active). When an article arrives, an appropriate spool directory will be created for it. Your personal .newsrc is the responsibility of your news-handling user interface, like rn or GNUS or gnews or whatever. The way most of them work, you will be asked about the group (and it will be added to your .newsrc) as soon as your user interface notices either (a) the entry in active or (b) the existence of an article in the spool directory.
