   I am looking for simple stopping criteria for the termination of
   annealing. One of them is to terminate annealing when cost
   improvement seen across "three" successive temperatures is "sufficiently"
   small. Are there any bounds, based I guess more on experience,
   to these parameters (how many succesive temperatures do I have to
   check? how small is small?).
