The point that I was trying to make was that if people come to the US and pursue graduate studies and then stay and become US citizens, then, while they may not have been American citizens during their programs, the net effect is the same, i.e. another American PhD or MS or whatever. ) )A "foreign student" is a student who holds an F-1 or J-1 visa. ) )An "American student" is a student who is either a U.S. Citizen )or U.S. Permanent Resident (i.e. green-card holder).
