The system is a DEC running 4.3 > (?) bsd. I used to battle to make the arrow keys work on the terminals that I used. Several terminals types later I gave up and considered the lesson learned. Save yourself some grief and get used to using C-n and C-p. In fact avoid function keys altogether. You might even want to consider not using the ESC key either (type C-[ instead).
