Check MINIX, which will run on the "lowly" original IBM PC, which use{s,d} a 8088 chip, of which the 80286 is a superset. Even directly to the point, MINIX will run on an AT which is definitely 80286-based. And MINIX definitely has preemptive process sched- uling. MINIX, as I understand it, uses a timer chip in the PC to generate periodic interrupts.
