When I told Michtron about a pirate BBS, Gordon Monnier never even returned the call and they never responded to my letters either. Interestingly though, I have found that the FBI is actually starting to prosecute Pirate BBS Sysops, if they can be shown that the actual damages involved are significant. Usually this means "well connected" BBS's with lot's of software. Because of this, the little buggers are getting more than just "shut down"; they're going to Federal Prison!
