System 7.0 does not add this feature to Quickdraw.  The underlying 
mechanism in the outline fonts, does support rotations and scalings, but 
there is no way for the program to access it. 
(You can get scaling by drawing the text into a picture and drawing the 
picture into a scalled rectangle.)
