Sorry to throw a bucket of water on this idea, but consider the fact that a startup screen is generally visible for only a few short seconds. If the message is anything more complicated than "INSERT A DISK", some sort of INIT will be required to halt the startup process until the user has read all the information (and dismisses the notice, probably by clicking an OK button). Such an INIT exists; I think it's called MacWelcome (or something similar).
