Many thanks to all who replied to my plea for assistance.  I'm getting
around to thanking you all individually -- I guess there ARE quite a few
people who use the Palette Manager!

The problem was that in my call to NewPalette() I was specifying the
color type as being pmExplicit, when I actually wanted pmTolerant with
a tolerance of 0.  After rereading the PM section of IM V it makes a bit
more sense to me.
