Try adding:

    RemoteHostRegistry /loopback true put

in the RemoteHostRegistry dictionary section of the file
/usr/NeWS/lib/NeWS/init.ps.  NeWS needs access to a network before
it can open up windows.  Note: I tried:

    /NetSecurityWanted false def

but that didn't work.
