It would also help if, when the gatewaying takes place, and there's no References: line, a system like ucbvax could arbitrarily add one, picking some appropriate prior message based on matching "Subject: Re: " strings. A total kludge, but it would maintain the desired consistency for e.g. hypertext until all the mailers *do* add this line themselves.
