For information on IEEE 802.3 ("Ethernet") over fiber you can contact
the chair of the 10BASE-F task force of IEEE 802.3:

There is currently a specification for a Fiber Optic Inter Repeater
Link (FOIRL).  Drafts for a 10BASE-F are under development.  This
effort is not related to FDDI except that they both operate over 
fiber.
