He was the actor who played the actual TV repoter whom Max was a copy of. The CG 'look' was created by special make-up help with the famous 'scratch video' techniques. On an aside, the animation company that created the rotating vector background was the same that produced the "Accidents Will Happen" video for Elvis Costello.
