The type transfer in the TU Muenchen Modula2 is as follows:

FROM SYSTEM IMPORT VAL;

VAR b: BITSET;
    c: CARDINAL;

BEGIN ...  c:=VAL(CARDINAL,b); ....

I learned it from reading some source in the package.
