ELM figures it out for you. And it figures it out after you have gotten past all opportunity to change the to list or cc list, i.e. after you enter 's' on the send menu. (Prior to that you could enter 'h' and change the to and cc headers.) That's why ELM needs to wait until this point, (which is after you edit your message), before it can accurately decide which signature file to use.
