At this point he may change from the default (which could be determined because we are ready to send), or maybe edit the signature (based on a well-chosen template, maybe an option in elmrc). Once the user has modified the signature, it should remain that way (so no automatic change if the header is changed afterwards. A warning maybe). So: add to the s,e,f,h header an S(ignature option), which then gives you the choice between: r(emote signature), l(ocal signature) and e(dit signature). For e, load the template (or remote signature) in the external editor and let the user edit. Would this make everybody happy ?
