We could make the rate less often (e.g. 5 minutes) and require that the retransmission period be a certain minimum (24 hours). In return, application-level timeouts can be banned except for administrative purposes (e.g. a site that limits ANONYMOUS FTP access to 30 minutes). -- Mark -- -------
