Many thanks. The problem is that ms/dos wants a "correct" block 0. The ATARI version has sum wrong/undefined values the kill ms/dos. This is the same old problem of reading tos floppies on ibm pc's. What to do. Ah yes, what to do. What I did was write a program to fix the block 0, and supply what ms/dos wants. This was motiviated because if i used ms/dos format it insisted on setting up the disk with 8 sector clusters, instead of 2, as ATARI demands. If you can lick this problem, use format under ms/dos.
