It's not PD, but TimeKeeping Systems, Inc (12434R Cedar Road; Cleveland, OH
44106; (216) 229-2579; FAX: (216) 229-2573) has a small advertisement on
page 462 of the May 30, 1989 PC Magazine (the test "every" 80386 PC issue).

Among other things, they offer an "EZBarcode I Printing Program" for $49.00
which can "...print Code 39 and UPC-A ... for dot matrix and LasetJet
printers..." and "EZBarcode II Printing Program" for $99.00 with more
features including more coding formats.

(Coincidentally, someone here at AT&T was directed to me just recently
for essentially the same question which is why I even noticed it since
I have no personal interest in barcode software.)
