Does anyone know of any program which will convert
1-bit TIFFs to EPS format?  I tried Digital Darkroom which
decides to save as who-know-how-many bits.  A simple
27K TIFF grew to 395K.  (Which I currently have stuffed at 97%
savings).

Please mail answers, I'll summarize if interest is there.
