Could you clarify one thing for me: You mention "old" troff and "new" troff (also mixing in sqtroff as a synonym for new troff). By old troff do you mean the AT&T distributed version weather or not it is for the C/A/T-4 or device independent and new troff being the commercially available product "sqtroff"?
