Two places I have seen it are venus.yale.edu and wsmr-simtel20.army.mil (I think). It doesn't come with LaTeX macros---you have to get those yourself from somewhere like score.stanford.edu or sun.soe.clarkson.edu. Also make sure you have the fonts and tfm files LaTeX needs. The method of making lplain.fmt is not explained, but it is similar to that of making plain.fmt.
