After I installed the new WIN release my system has started creating the new
news directories with different permissions.  Before the new release, the
permissions were read/write for everyone.  On the new release, the permissions
are read/write for owner (root), and just read for other.  This seems fine
except for the owner of the newsgroups.  Why are the new directories owned
by root?
