I was having similar permission problems under uucp-based news,
except that it was sometimes 755 uucp or 755 news.  A cron  script
running with Expire fixed that.  Until our newsfeed went away, we
ran 777-permission news directories - this has the  minor
disadvantage that individuals can go delete or modify articles, but
it never happened,  and made it easier to fix broken stuff.
