Ok, I have posted patch 9.  This fixes some misc. stuff including
the SV_INTERRUPT stuff for those mixed System V and BSD sites.

Also, it puts in a patch to put the signature include first for
external editors and last for internal editors.

NOTE:  This patch, nor will 2.2, does not impliment any of the
ideas for deciding when to use remote or local.  Those ideas are
all being considered for 2.3.
