Subject: problem in suntool mode?

Scenario:

I'm using mushtool. I've fairly recently updated to 6.5 but haven't had
much time to see what new features have been added in the last 6 months
or so.

I'm composing a letter. I generate a "To:" address and a "Subject:".
I start entering my text - further on I realize that I want to add
another addressee. I right button the "Editing Options" and select
"Change To line". (BTW, why is it "line" when the others are list(s)?)

I get the To: line, add another address.

Later on, I "Review Letter". My changed "To:" line shows up ... but as
a "Cc:" line.

Anyone seen this problem before?
