     As SILLY as this might sound, he could try snagging a copy of UUPC
and try compiling the C code so that it would work on the VAX.  There
might even be a VMS compile switch for it.  Also, I think that NNTP might
even work on VMS; I think it has a "VAX" compile switch.  Finally, I recall
a basic kind of document kinda getting into this in news.newusers..
