   I would like to know if there are any general purpose ASN.1 encoding/decoding
   software tools available.  If available, do they have encoding facilities 
   for VT PDUs? 

I can think of two possible companies.  Retix, so I hear, has an ASN.1
compiler product.  There is another company, COMMSOFT, which has done
some ASN.1 work before and may be able to help you.  I don't have a
number for Retix; they're in CA.  COMMSOFT can be reached at (216) 321-5300.
