Our situation is a little different, we are a Class B Address (130.123.?.?). The random delays as described happen quite frequently in our telnet sessions as well. Note,other than the network class our situations are identical. The delays vary from 2 or 3 seconds, to longer than 30 secs in some cases. During the very long delays, I have noticed an 'Excessive Collisions' msg on the console of the Telnet host, a Pyramid 9815. Yet I have had 'traffic' running on a Sun 386i and it has not shown any significant network load at all. I have not put a network analyser to work on the problem, but are pleased some one has some solid evidence of something wierd happening.
