I solved the problem! It was not kooky hardware--It had been suggested to me that it might be somthing else that I was running, I was told to try booting from a "clean" 1.3 disk, then it hit me....I wasn't running anything else I was *aware* of...it was a virus. This virus although it apprears not to be able to do anything malignant as far as trashing disks or files--is capable of blocking attempts to format a disk.
