What is this utility called "cpset"?

I am trying to install Emacs on a 3B2/400 running SysV 3.0,
"cpset" is used in the Makefile as a couterpart to BSD's "install".

Should I have this utility?

I can replace it with something else, of course.
But the Emacs distribution is so carefully put together that this 
"cpset" must be there deliberately.
