Do you have the appropriate system cdevs in your system folder?
Control panel offers you control of whatever such cdevs are
there. If you don't, for example, have the Sound or Monitors
cdevs in your system folder, you won't have control over those
functions. If you do have them in place, then something else
is wrong.
