We had this problem a couple of years ago when we re-installed the system.
We finally traced it to a non-existant file referenced by sendmail.cf.
Check all the lines that begin with 'F' -- they define classes of tokens
based on the contents of a file -- and make sure that the files referenced
actually exist.
