The NIC would be happy to register uucp.org (or whatever) for the
uucp project.

The trick is finding someone stupid enough to be willing to be the
uucp forwarder for 15,000 uucp hosts.

The fundamental problem is not registering a domain name, but setting
up the appropriate forwarders.
