Yes, but a really determined person could: 1). By a tone-generator dialer [e.g. from Radio Shack for perhaps $20]. [I wonder if you could install a filter to eliminate the tones???] 2). Even use switch-hook dialing [difficult, but I guess all they would have to do is get the operator. If you really want to be secure, it might be difficult. Perhaps for some dollars, the phone company could provide a non-outgoing line. Perhaps this should really be in the telecom section. Ihor Kinal P.S.
