I have been asked to post a request for product information on a database 
package to enter and query bibliographic information.  Since I'm not really a 
database type of guy, I'm somewhat unfamiliar with the commercial or PD 
packages available.  As requested by my superiors, The software should have 
the folowing features:

1) Flexible design of data entry screens
2) arbitrily long text fields, with no fixed size limit (for long abstracts)
3) searches can be applied to entire entry or to certain fields
4) Fuzzy queries should be supported on text fields, but we shouldn't need
   to learn another SQL language
5) Command line options should also be supported
