They are offering a new program, Empire 750, designed for people who call mostly within New York State. Their rates to anywhere within the state are $.13/min daytime and $.11/min evenings and nights. These are significantly cheaper than AT&T's intrastate rates. They are further sweetening the offer by discounting the first month's bill by 50%, switching you over for free, and switching you back after 60 days if you are not satisfied. This sounds like a very good deal, but how is the quality of their lines, and their billing? Robert Freimer
