With respect to placing a ^L every 60 lines, you can just pipe your
file through an appropriate pr command, as in:

	1G!Gpr -f -l60 -t

Doing this with straight ex commands would be more difficult.  (Let's
see,  how WOULD one do this with just ex commands?)
