Yep, back to this.  I'm quite happy to see that there aren't extra newlines
*after* pre_indent_str in 7.0.0, but now there seems to be one before it!
That is, if I reply to a letter, do ~i, then ~v (a common scenario), there's
a blank line at the beginning of the file.  I don't like it.  Can we make it
go away?
